Purpose of this Advance Procurement Notice 

This Advance Procurement Notice does not constitute a bid solicitation. The City of Fort St. John (the City) is issuing this notice to advise the design and construction communities that the City, together with current IPD team members Chandos Construction LP and hcma architecture + design, intends to initiate an open, competitive procurement process to engage qualified and experienced Integrated Project Delivery (IPD) Consulting and Trade Partners through a Request for Proposal (RFP) for a new Aquatics Facility. The City anticipates posting the competitive solicitation documents on or about May 21, 2026.  

The proposed Aquatics Facility will include the construction of the following:  

• Aquatic Centre: a new 25 lap pool with eight lanes and diving boards; a warmwater pool for lessons and therapy; a family friendly leisure pool with a lazy river and toddler area; a hot pool; sauna and steam room; a waterslide; and a fully accessible design.
• Indoor Fieldhouse: A full-size indoor turf field that can be divided into smaller fields, space for spectators, and change rooms.

• Shared Spaces: A lobby and gathering area, a multipurpose room, a food services facility, and parking, with room for future expansion. 

   

While the City is not required to provide this Advance Procurement Notice, the City believes this information will enhance transparency, foster full and open competition, and provide contractors with an opportunity to begin preparing proposals to meet the specified requirements.  

The competitive solicitation will be posted to the bids&tenders website at www.bidsandtenders.ca. 

This process being undertaken does not constitute an offer by the City. No contract results from the issuance if this Advance Procurement Notice. No duties or obligations on the part of the City shall be implied. The City may cancel the process at anytime without any award or liability whatsoever.
